Show Area Mayors hold meeting A county wide landfill system, I television problems, roads and taxes were some of the subjects discussed by a meeting of mayors with Iron County Commission Chairman Grant Seaman at a meeting held on Tuesday. Other officials of-ficials present were Parowan's Mayor James Robinson, Paragonah's ; Mayor Scott Barton, Enoch's Mayor ; Justin Gray, and Paragonah Coun-t Coun-t cilman Robert Wyatt. Cedar, City Mayor Jack Sawyers was absent f rom the meeting since he was out of town on business. Other mayors in Iron County, while they had been notified of the meeting were not present. The noon hour meeting was the second in a newly formed roup of local mayors and county officials which hopes to increase communication com-munication and cooperation on city -county problems. problem right now with all of the snow which has fallen in the past month. Gray said that he thought that a county wide landfill use and garbage collection program would alleviate some of the protesting among residents of the unincorporated areas who have not liked being a special service district and their garbage collection charges. Cooperative Police The group briefly discussed the possibility of the county joining with certain cities to have a unified police force. Seaman said that he thought that it was unlikely at the present time but might be considered as a long term goal. Mayors then discussed the need J or local police officers to receive training at the state's police academy. Robinson pointed out that if there is ever any litigation that problems can arise if police officers have not received the proper training. Robinson and Barton also briefly discussed the need for an agreement between their cities. Paragonah does presently call the Parowan Police Department for assistance and the mayors felt that a formal agreement was necessary to make this cooperation legal. Organization The officials discussed the group's organization and setting up procedural guidelines. Seaman suggested that an agenda be set up for each meeting and that the group should decide on some long term and short term goals. He said, "We need to think about how to set this up so that we each get the most out of it." Chairman of the meetings for the first six months is Mayor Barton who said,"I think we've got to come up with something definite which we want to accomplish." The chairmanship chair-manship will rotate among the mayors with Parowan's mayor being the next person to perform the duty. The men decided to meet on the second Monday of each month and set March 12 as Ihe "date for their next meeting. Robinson said, "There are some positive day-to-day things we can do." Barton said that after speaking with Cedar City's Manager John Hen-drickson Hen-drickson that expenses for using a city secretary to take minutes and other costs would be shared on a prorated pro-rated basis according to population. He said that the group would discuss the question further when all mayors were present. Landfill Enoch's Gray raised the question of a county wide landfill system. Grant Seaman said ,"I think its a real possibility.. .If the county operated the pits they would only charge enough to , take care of "running the landfill-charges landfill-charges would probably be on a ton basis." Gray seemed to think that such a system would be a good idea and might lessen what he referred to as "double taxation" since citizens of incorporated areas pay county taxes but aren't supposed to use county landfills. Seaman said that the Cedar City Manager had met with Commissioner Com-missioner James Clark and reviewed the county's system but that Cedar City officials were planning to observe ob-serve several other garbage collection collec-tion and landfill systems before deciding to use the county landfills. Robinson questioned whether a county wide system might not be cheaper but Seaman did not think that it would be cheaper. Barton said that using the county landfill would probably be beneficial to Paragonah and said that their landfill is a Television Seaman explained to the mayors how the county plans to improve the present television reception system. Problems have cleared up recently but the county's reception site west of Parowan was damaged by lightning last fall and the reception in certain areas of the county has been poor for several months. Seaman said that the county has met with people from Salt Lake City and local technicians and decided to upgrade the county systen by installing in-stalling UHF equipment. Seaman ' said that the county's main effort this year will be to fix up the west hills station and that the county would probably be receiving channels 20 and 11 in a year's time. He estimated that costs for upgrading the system in the coming year will be between $75,000 and $80,000. Roads "I would like to know what the county's plans are for road im-' im-' provementsr this -sumther," "said ' Gray. Seaman said that that he could provide a list of the county's priorities concerning repairs and maintenance of roads. Seaman suggested that Paragonah speak with County Commissioner Dee Cowan and County Road Supervisor Lynn Fiack about having the county repair some streets in Paragonah which that city would pay for. Recreation Robinson said that the group needs to discuss recreation throughout the county when Cedar City is represented at the meeting. Robinson said that he felt that possibly the school district whould be responsible for a minimum level of recreation on a county wide basis with each incorporated in-corporated area providing for its own needs beyond tha that level. |
