Show Parowan Council Budgets Recreation Funds; Adopts Delinquency Rules A special meeting of the Par- nwan City Council was held Monday Mon-day night at which many matters mat-ters of business were considered and acted up, according to Mayor (). K. Nielsen. One of the most important of these was setting up a program for disbursing the recreation . funds available for the year. A f tentative program of disburse- j ments from this fnd had been ; drawn up some time ago by the j city recreation committee, and was presented to the council on j Mondav night. At this point it might be well j to state that at Monday night's meeting Howard Stubbs, representing repre-senting the Swimming Pool Committee, Com-mittee, met with the council to urge an appropriation of $."")H) in recreation unds to complete the swimming pool, but in the breakdown break-down of the recreation funds this project was allotted $1500 by the council. Breakdown After the swimming pool appropriation, ap-propriation, other items on that budget stood as follows, according accord-ing to Mayor Nielsen: Operation of swimming pool $765 Red Hill Wranglers S500 Youth Program $500 Tri-H Club (Easter Activities).... $135 The council committee consisting consist-ing of Charles F. Burton, Bryce Adams and Glen Holyoak, was instructed to make preparations to operate the pool when it Is completed. Mr. Stubbs stated that ihe pool would be ready to operate by June 15. The above recreation expenditures expendi-tures will be taken from Iron County's appropriation of $-l4(X) to Parowan City for this year and a holdover of $2000 from last year, which funds had been held back to operate the pool last year. Last year the swimming pool committee had stated that funds appropriated last year would complete the pool and make it ready for occupation. However, the pool was not completed com-pleted and the funds were held up until this time. Reports Oiling Progress Councilman Burton reported that the street oiling project In the city is now well under way. Included in this year's project will be the oil mulch surfacing of approximately four miles of streets mostly In need of the Improvement. Im-provement. The Parry Sand and Gravel Co. is now crushing the gravel for the Job, and the gravel grav-el is being windrowed on 200 and 300 East Streets where it will be mixed with the oil. We understand under-stand that this is getting underway under-way today (Wednesday). After enough gravel mulch is made ready. It will be hauled on to the streets to be repaired. City workers are now preparing the streets to receive the cap of oil mulch, and completion of the project Is expected within a few weeks, Mr. Burton stated. The Utah State Highway Department De-partment is cooperating in the improvement project with the use of men and equipment which the city does not have. Committee Recommendations In accordance with previous Instructions from the City Council Coun-cil the hydro-electric committee consisting of councllmen D Robinson, Rob-inson, Morris Rasmussen and Charles Burton had made a study of the mounting delinquency problem In power and water rentals. ren-tals. The committee made the following recommendations at Monday night's meeting: "That all delinquent power and water users be notified on the llnquency that their services would be disconnected within 5' days thereafter unless payment is made. Additional penalties will be incurred in disconnection and reconnecting these services, with the disconnected utility not to be restored except upon payment pay-ment in full of the delinquent amount, and then during only regular working hours of city employees." Unanimously Approved The council unanimously ap-1 proved these recommendations and instructed that they take effect ef-fect imediately. This action was brought about by numerous delinquent de-linquent account at this time, according to the statement of Mr. Nielsen. He added that allowances allow-ances will be made in some special spe-cial hardship cases, but that the provisions stated above, which are also contained in the city ordinances, or-dinances, will be followed to the letter hereafter. The public saefty committee of the council recommended the appointment ap-pointment of James A. Mercer as city justice of the peace to succeed suc-ceed Don J. Applegate who has resigned to accept out-of-town employment for the summer. It was decided by the Council to permit the sale and use of "safe and sane" fireworks within with-in the city.
