Show Zoning Commission Approves Permits The Panguitch Planning and Zoning Committee met and approved ap-proved three home occupation permits: Jim Gill for "The Little Gun Shack" a gunsmithing operation; Tanya Judd and Cheryl Judd, "Grainery" for novelty balloons; and Daryl Veater for DSA Engineering and Hydraulic Service". Ser-vice". The minutes noted that the maintenance shop has been painted, the Disney Channel is now available on cable TV, and delinquent business licenses have been turned over to the city attorney. The city's maintenance crew did some repair work by the school at 300 East where they had removed some gravel in front of a home when plowing snow. Dan LeFevre has had a problem with water running onto his property from the city's head house. He indicated in-dicated that it has been a problem for some time. Joe Decker, water supervisor for the city, said that the water into LeFevre property had been diverted at one time and LeFevre's problem vanished. Then, when Kaibab Industries pond was freezing up, Kaibab asked that this water be turned down to them and LeFevre's property flooded again. Decker stated that they can correct this problem on a daily basis, but the water freezes overnight and the problem recurs. The council directed city manager Bruce Fullmer and Decker to take care of the problem. A needed easement for Mountain Bell for their cable between SUE Market and the Cameron Motel has been approved. Utah Southwest Mental Health has employed Debbie Hatch to work in their Teen Living Skills Program. Hatch reviewed the program with the council and asked for cooperation and assistance from the police department with first-time juvenile offenders. If a juvenile is referred to her on their first offense, they are required to attend a three-hour three-hour class on Teen Living Skills. They will not have a record if they attend these classes. The city police will have the option to send them to court or make a referral to the TLS Program. The second offense is 10 hours on a one-on-one basis with Russell Henrie of Family Life Services. Garkane Power Association was granted a power line easement over the east end of the city dump. The council has authorized the Horsemens Association to maintain the stables at the race track for one year. They will be responsible for the maintenance, cleaning and collecting dues. The city will haul off the manure on a regular basis. Mayor Jon Lee Torgerson directed city attorney Pat Nolan to draw up an ordinance for the city council's approval that will affect the transient or out-of-town businesses that do not pay taxes to Panguitch but to their home base. Fullmer recommended a fee of $150 per quarter for businesses that do not pay sales tax in Panguitch and or does not come to Panguitch on a regular basis. |
