"All of these matters of concern, con-cern, and questions you may have as members of Nebo's Board of Education, should be fully explored. "The appointment of clerk-treasurer clerk-treasurer should not be considered con-sidered as temporary. In hiring this employee, the Board will be hiring for a long period of time. It takes many months to train and help a person learn this position." ' In an exclusive interview with Martin Conover, publisher of the Springville Herald, Superintendent Super-intendent Russell N. Stansfield of the Nebo School District stated that Mr. Dale Schim-. Schim-. melpfennig, newly appointed clerk-treasurer of the district, will be paid $12,750 per year. Mr. Stansfield also disclosed that the number of applicants for the position exceeded twenty twen-ty and that from this number, six finalists were chosen prior to selection of Mr. Shimmelp-fennig. Shimmelp-fennig. Mr. Stansfield also stated that he prepared a memorandum memoran-dum for members of the board of education stating what he thought the qualifications for district clerk-treasurer should be and that this memorandum might be used as a criteria by the board in making their selection. se-lection. A portion of this memorandum memoran-dum is published below. "The duties of clerk-treasurer vary considerably from district dis-trict to district thus it might be well to specify some of the duties he might be called upon to assume. They could be: " 1. Financial planning consisting con-sisting of budget compilation, long-term fiscal planning and budget control. " 2. Finacial accounting with emphasis on general, capital reserve, and construction funds as well as individual school, classroom and special internal accounts. In addition to these, voucher and payroll programs should be considered in his domain. do-main. " 3. Personnel records are becoming more and more com-; com-; plicated and lengthy as they involve sick leave, official no-i no-i tices of empolyment, salaries, I retirement and deductions, sal- i ary schedules and payments, ! individual earning records, I withholding tax, hospitalization, : medical plans, insurance, social security, par t-time employment, employ-ment, substitute work, etc. ! " 4. Debt services manage- I ment is a must in a large dis trict such as Nebo; therefore, j bonding programs and notes I are of prime importance along j with payments and special state programs recommended j by the Legislature. ! " 5. Reporting to various lo- ! cal, state, federal and auxiliary ' organizations has become more complicated when one consid ers the numerous financial statistical sta-tistical and personnel reports demanded almost weekly. " 6. Maintenance of property and records is a major part of the clerk's job. Deeds, des-: des-: criptions, sites, buildings, fur niture, equipment and insurance, insur-ance, depreciation, etc., all must be matters of record. " 7. Some of these are: " 1. Personality is a major factor in hiring people for public pub-lic positions. Patrons and tax payers of the District should be treated with respect and consideration at all times regardless of the complaint. People don't like to feel "snubbed" "snub-bed" or be kept waiting unnecessarily. un-necessarily. " 2. Treating each employee fairly and with concern for his well being. " 3. Would you want to give i local personnel priority not choose an outsider, even if he I might be better qualified for ' the position ? " 4. Who could take over the position with the least amount of disruption in reporting to the state or the federal governments govern-ments ? i " 5. How much are you will- i ing to pay for the position?
