"A challenge facing us today is: How can we put over to those who spend the tax monies mon-ies that they must look as closely at it and handle it as carefully as if they had to impose im-pose the tax to get it," said Herbert F. Smart, Utah State Department of Finance, in a talk at the Springville Chamber Cham-ber of Commerce installation dinner Saturday evening at the art building. Mr. Smart went on to say that a basic tenet of our government gov-ernment is that the authority to spend also carries with it the responsibility to raise the money spent. The money which we now receive from the state and federal governments on the local level, are given to us with the authority to spend but no responsibility to tax, he noted. He reiterated in detail how he had saved the state money in his position in the state department de-partment of finance. Officers installed Martin Conover took over the responsibilities of president of the Chamber, succeeding Hugh Gardner. He spoke briefly brief-ly as did Mr. Gardner. Maury Thomas welcomed the group at the banquet which sang the national anthem followed by the pledge to the flag. Invocation Invoca-tion was by Edwin Johnson.
