Show White River projects seek Corps of Engineers permits Applications huve been published by the U.S. Army Corps of Engineers for permits to place fill materiul in the White River to construct a dam and reservoir and to also build a two-lane bridge replacing the old one-lane bridge. Applicant for the dam and reservoir is the Utah Board of Water Resources and for the bridge is Uintah County. The bridge is located about three miles south of Bonanza on state Highway 45. The dam is down stream from the bridge with water backing up underneath the new bridge. According to the public notice, interested in-terested parties are invited to submit written comments on or before April 12 on the two proposals. Any person may request in writing within the comment period that a public hearing be held to consider the applications. Formal consultation with the U.S. Fish and Wildlife Service was initiated by the Bureau of Land Management to determine if the proposed dam and reservoir would have an adverse impact im-pact on the Uintah Basin hookless cac-tua, cac-tua, bald eagle, peregrine falcon, Colorado Col-orado squawfish, humpback chub, and bonytail chub. A "no jeopardy" opinion has been issued by the U.S. Fish and Wildlife Service provided certain conditions condi-tions are met. Factors to be considered by the U.S. Army Corps of Engineers are conservation, conserva-tion, economics, aesthetics, general en- vironmental concerns, historic values, fish and wildlife values, flood damage prevention, land use, navagation, recreation, water supply, water quality, quali-ty, energy needs, safety, food production, produc-tion, and in general, the needs and welfare of the people. No permit will be granted unless its issuance is found to be in the public interest, the public notice stated. The decision whether to issue a Corps of Engineers permit will be based bas-ed on an evaluation of the impact of the activity on the public interest under authority of Section 404 of the Clean Water Act. Construction bids on the bridge are scheduled to be opened by Uintah County Coun-ty on April 13. Horrocks Engineers has prepared the plans and estimates the project to cost $1.4 to $1.8 million. Five miles of road construction from the bridge to Duck Rock has also been, prepared by Horrocks Engineers for bid opening on April 13. The road project pro-ject is estimated to cost $3.8 to $4.2 million. |
