Complaints from neighbors enforced the council's move to close the establishment for violations of the city building code. Because of violations of the building code, and complaints from neighbors, Jimbo's Lounge was closed permanently per-manently last Wednesday by order of the Vernal City Council. Last year the council gave Jimbo's a temporary business license with promises from the management to comply with the building code. At the last council meeting City Attorney Richard Davidson outlined areas where the lounge fails to comply; building, parking and their class C beer license. Ron Stone, city building inspector, reported to the council the results of his inspection of the building that afternoon. af-ternoon. He said the walls weren't absorbant, the bathroom wasn't sanitary and the floor was uncleanable, there wasn't proper ventilation, there were holes in the walls and parking didn't allow the required 75 spaces. Because of limited parking, Davidson said, "People have to park on the street or on people's lawns causing a public nuisance." Police Chief Robert Downard, after a number of on-scene inspections, reported cans and bottles thrown by clients on abutting property, six different dif-ferent occasions of clients crossing private property, and clients creating loud noise in front of abutting residences. Six neighboring residents were present at the council meeting stating their complaints against Jimbo's. "I can't understand how the city has allowed it to go on this long," a resident said. Councilman Gene Anfinsnn mnvoH that Jimbo's business license be suspended permanently. The council supported the motion. Despite the invitation in-vitation of the council, neither the owner or manager of Jimbo's were present pre-sent at the meeting. In other action the council turned down the rezonirtg of two properties, 290 West 500 North and 1290 West 700 South until next meeting. The council talked with members of the Jensen Water Board asking them to supply water stock because of Vernal City's water shortage. The Jensen Board said they had stock in Oaks Park which they could give the city. Coun-cilmen Coun-cilmen will meet with the Jensen Board this week to finalize an agreement. The council also approved a 3.42 mill levy for this year. The new levy is an increase over last year's 3 24 mill levy. Tuesday morning of this week the council reviewed a water rate study performed by Community Consultants of Provo. Because of the results of the study the council may enact changes in the rates, but no announcement has been made. |
