Similarly, the Idea that an allied al-lied expedition can- land in Turkey Tur-key and engage the Germans on that sector Is held to mske no sense. The Turks know full well what would happen to them at the hands of the Russians and Germans If they ever became be-came partners to such an enterprise. enter-prise. And the allies would have the aame trouble In landing there that they would have in Constanta. By PAIL PALMER WASHINGTON When is the real fighting in Europe going to commence? That question Is in many American minds today. Certain well-informed neutral diplomats here say the correct answer Is "never." These same Informants stated, when the war began, that there would be no German offensive against the Maginot line, and no allied attack at-tack on ths west wall. If the present and possibly future-absence future-absence of French and German battlefields can be explained, some of the mystery that surrounds sur-rounds the queerest war in history his-tory will be dispelled. It has been good propaganda, my Informants say, for the English Eng-lish to predict a German offensive offen-sive week after week because such talk serves to cover up Britain's own lsck of activity. Similarly, it has been good German Ger-man strategy in "the war of nerves" continually to threaten such an attack. But neither aide has for a moment considered the possibility seriously. The Germans Ger-mans won't attack, and the English Eng-lish can't. The reasons are set forth as follows: Sea Power Is Issue In the first place, It Is to be understood that this Is primarily a war between the dominant land power, Germany, and the dominant sea power, England. In the last war this sea power was able, by blockade, to starve the land power Into submission. This time the land power is a great deal stronger than it was before and not nearly so dependent depend-ent on Imports. Germsny Is at present able to control central Europe through the diplomatic use of its new power. Supplies from there, plus the raw materials now flowing In from Russia, make the nasi autarchic state very nearly independent of sea-borne commerce. It should be remembered remem-bered that for the paat six years Germany has Been almost 100 per cent self-supporting. Much of this time she has been cut off from foreign trade by English Eng-lish and American tariff arrangements ar-rangements almost as completely complete-ly as she Is now cut off by the British navy. Germany la not going to attack at-tack on land, my Informants continue, con-tinue, because her aim at present pres-ent Is, first, to consolidate the conquest of Poland and, second, to extend her influence in the Balkans. These nations are to supply her with adequate food and raw materials, and there Is nothing England's sea power can do about stopping It. If the supply so much as slows down, the relch will occupy the Balkans Bal-kans and take over their econ-bmy econ-bmy herself. Mint Not Attack In brief, Germany will go on living as she has been living, In the hope that she can continue to do so Indefinitely. She does not think England can go on Indefinitely, under her present form of government, paying 25.000,000 a day for the war.
