The conditions for the recognition are that, regarding the future of Russia, these governments agree to convoke and accept ac-cept the verdict of a genuine constituent assembly, likewise the league of nations covenant and its consequences as affecting affect-ing the boundai-ies of the former empire are accepted. The constituent assembly ' is to determine the future form of government gov-ernment for Russia. The policy adopted, it is added, will enable en-able the allies to recognize and assist any . force in Russia cooperating in the struggle strug-gle against soviet rule because such rec-: rec-: ognition will be In force only until such time as the constituent assembly decides upon the permanent form of government. The regional governments -will then ex-' ex-' pire automatically.
