OCR Text	Show Asks Leave to Settle Dry Issue, MANlliA, July 27. The council of staLe has memorialized the congress of the United States to permit the Filipino people to decide for themselves the question ques-tion of prohibition. Acting Governor Yeates announced today that prohibition for the Philippine islands would be considered con-sidered in a message he will send to the special session of the legislature, which opens Monday. Filipino sentiment toward prohibition is regarded generally as hostile.
