SPECULATING ON POINCARE'S FUTURE PARIS, July 27. Premier Clemenceau's reference in a recent debate in the chamber cham-ber of deputies to "the renewal of the powers of the president of the republic' was interpreted in some quarters as an indication that President Poincare would j be a candidate for a second term at the Elvsee palace. Friends of M. Poincare belonging to several political parties say that th president's determination to retire at the end of his present term remains unshaken, un-shaken, but that tl lis does not mean that he intends to retire from politics.
