Postmaster Genoral Burleson is proparing to institute insti-tute a rigid investigation of tho statements state-ments of circulation filed in the postof-flco postof-flco dopartmont by the nowspapers of tho country under tho law roquirlng such statement twico a year. The department hold3 that circulation circula-tion as defined by the law means tho net paid circulation of tho newspapors. Complaints have boon reaching the department de-partment that many papers have based their circulation reports on distribution other than which is not paid and investigation inves-tigation and prosecution of all such offenses of-fenses i3 planned. Tho piano of the department are be- ing supported by the leading newspapers newspa-pers of tho country on tho ground that the law will bo valueless unless tho utmost ut-most exactness in circulation statements 1b enforcod. The investigation wIU bo conduoted through tbo postal Inspectors throughout through-out tho country and a comploto report on all statements will bo gathorod within with-in a short time. The first investigations investiga-tions will bo directed against the newfl-papors newfl-papors concerning which complaints have boon filed, but a goneral investigation investi-gation of all tho statomonts on file is expected to be made.
