We are concerned 1 h Hc 9uestion of preventing smoke, not with thc question of smoke provent-ers. provent-ers. A3 Subheading 3 relates to boilers generating gen-erating 2;i pounds of steam of loss. We recommend that for boilers under 20 pounds stoam pressure a grade of fuel which does not pollute the atmosphere Is required. This matter mat-ter will be more fully discussed under subheading 4, It may be said, however, that all oxcent hot water heating plants may Increase the steam pressure to 25 pounds without Increasing thc cost of heating For hot water heating plants, hard coal or a mixture of soft coal and coke will be required. This latter fuel, we are told, will not materially Increase thc cost, if any. As to Eesidences. 4 For residence "flues, which pollute the air considerably in the wlntor time, we find there Is no mechanical device applicable. We consider this an important im-portant branch, however, of UiIb question. ques-tion. Our investigation leads us to believe be-lieve that most of the nuisance from this source can be prevented by proper fucl. This .committee has not the facilities for making the necessary tests, but we are told that a proper combination of coke with coal will prevent smoke In the residence sections, and we respectfully respect-fully recommend to the Kcneral committee com-mittee that some time between now nnd next winter experiments be directed accurately ac-curately to determine- thJs question. This branch of the question Is not so important im-portant now. Conclusion On the whole, your committee com-mittee finds that many cities, which have suffered greatly because of s,moke nuisance, nui-sance, have been able to remedy this defect We believe that the above report re-port briefly covers thc field and shows the different methods which have been applied by other cities. There may bo other means of preventing smoke than those outlined above. If so. It Is all tho more reason why the law should be enforced, en-forced, us it would merely broaden the field from which smoke makers may elect their remedy. |
