Austria and Spain were represented by 1C0 delegates who moi in conference today preliminary lo the formation of an International association broadly similar lo the American Steel Institute. Judge IS. II. Gary, chairman of the United States Steel corporation, presided. pre-sided. Judge Gary, who was elected chairman of the conference, explained his views concerning co-operation In business. "Suppose." he said, "thai a company of men engaged In business and possessing pos-sessing much capital, power and Influence, Influ-ence, should by their conduct, unjust and oppressive, secure universal disapproval, disgust and antagonism on the pari of the public In a brief time these men would be driven out of business." It would be difficult, the chairman continued, con-tinued, lo bring about an ideal In business, busi-ness, yet a right disposition, courage, patience and the application of the highest high-est thought might reach that position.
