NOTED CHINESE WOMAN , PLACED UNDER ARREST PEKIN. Oct. 14 Madam T.ien, wife of th biographer of the iale Li Hung Chang, has been arrested In Shanghai on Imperial order. Tho reason for the action Is found in the fact that Madam Lien has of lato been making brave efforts to clear the character of a female teacher who was beheaded last year charged with revolutionary revolu-tionary activity. Madam Lien Is a Chinese Chi-nese woman of education. Unless the opinion of the outside world Intervenes, foreigners In Pekln fear a repetition of the cruel execution In 1903 of Shcn Chlcn. This man, who was a Chinese journalist and reformer, was beaten to death by order or-der of tho government.
