LOS ANGELES, May 13 The Brotherhood of Locomotive Engineers were In executive session for several hours today discussing the business of the order, considering conditions In the construction and trying to select rules to fit tho requirements of members In all sections of the country. Many reasons rea-sons for these changes come about from different lodges. Much of the morning session, It Is said, was taken up In the discussion of tho subject cf railroad fares. Railroads east of Buffalo refuse to give transportation transpor-tation to the delegates and the Item of "railroad fare reached a considerable sum. It is assorted that there was strong criticism of the roads refusing to pass the delegates. There will be no session of tho convention con-vention tomorrow, the entire body of delegates having accepted an invitation of tho Santa Fe to visit San Diego.
