For tho experiences of the people with monopolistic mo-nopolistic privileges have not been cheerful. And the discussion of this heating idea ls liable to bring forward a suggestion that as the city hag a pretty good heating plant, centrally located, possibly on enlargement of It, which may be entirely practicable, might permit per-mit of this heating proposition being carried out by the city for the benefit of all the people, at a price little if any above- cost. |
