Bountiful is "leaking" sales tax revenues to new shopping concentrations in Salt Lake City and north Davis County. I am committed to a comprehensive comprehen-sive program that will enhance Bountiful's residential character, with high priority to incentives for housing renewal in the city core. Orderly commercial expansion is important im-portant to the future of Bountiful, but the proposals of the redevelopment agency require careful study by a council comprosed of citizens with no personal career or financial involvement. in-volvement. Assuming that the city is operational oper-ational at top efficiency and the citizens want services maintained at current levels the "replacement" will have to come from the people, by increased fees or taxes. I have no solution to this inter community problem. 1 do know that -those now responsible for BARD are working hard on this problem and I would support them in their studies and considerations of a difficult problem. The redevelopment agency is depriving de-priving Bountiful and the other tax based entities of needed revenues. To a certain extent then part of our problem is a self inflicted wound. Beyond that. I don't know. I'm still looking at the options just like all local administrators. There isn't a magic wand, either services must be reduced, or revenues re-venues must be maintained at a level financially palatable. As I have reflected re-flected upon the problem, I believe one possible alternative which must be evaluated, would be to construct a series of loading facilities along the Wasatch Front communities (including (includ-ing Salt Lake City, who likewise will be soon facing similar limitations on their land fill sites) and by rail transportation, trans-portation, convey the disposable refuse re-fuse to a landfill site somewhere west of the Great Salt Lake. Recyclable waste such as metals and glass could be separated at the loading facilities. I am concerned about communities communi-ties in Davis and Weber counties, having as the alternative presently being considred, a $60 to 70 million dollar investment in a central resource re-source recovery plant in Weber which is based upon developing technology. In my opinion, other alternatives should be thoroughly explored, evaluated, presented to the residents who will be required to capitalize the investment and operate oper-ate the facility. This discussion should be occuring "now" if we are going to have somewhere to economically econo-mically and conveniently dispose of our refuse. However, I believe there are some legitimate concerns from proponents, as well as opponents. The small cities and rural communities watch with concern as the sales dollars leave their areas and sales taxes are collected by the communities com-munities which have and support large commercial and shopping enterprises. en-terprises. This will be particularly magnified as Revenue Sharing and Federal Grants to small cities and towns diminish, and as competition for every available source of revenue becomes keen. My analysis of the 1980-81 Centerville Center-ville City Budget indicates that only 6.2 percent of the city's total revenue comes from revenue sharing. Moreover, the total budgeted expenditures ex-penditures are less than the expected revenues, by an amount which is greater than anticipated Federal Revenue Re-venue Sharing Funds. In my opinion Centerville city will not suffer any loss of services or programs, nor will they be required to raise taxes due to a decrease or elimination of Federal Revenue Sharing Funds. I believe in some instances, that centralization of community services ser-vices may be cost-effective. However, Howev-er, each proposal would require a full and complete evaluation, with each community's needs and interests carefully considered, before a committment com-mittment can be made. It is unfortunate that twelve to twenty-four months prior to reaching capacity, the operators and participants partici-pants in BARD realize that they will have a problem with nowhere to place their trash. To develop solutions solu-tions to major community concerns, such as solid waste disposal takes years of study, forecasting, siting, engineering and economic feasibility studies, environmental permits,, interlocal in-terlocal governmental agreement in other words advance planning. We will be lucky to have a solution which meets the needs of area residents, resi-dents, is environmental sound, and Dean 0. In an effort to offset the loss of revenue sharing funds, we should begin be-gin by making a thorough review of our revenue structure. Are we spending too much tax money to support sup-port our swimming pools and ice rink'.' Can the state be more generous with the circuit court funds from fines and forfeitures .' II costs continue to rise and if the citizens of Bountiful want to main-lain main-lain quality services in public safety, streets, sanitation, etc. then we must be willing to nay for them. Manv people I have talked lo are not of the opinion that we have a landfill crisis. I understand there is .adequate space available adjacent to H KD. We only have to have the expertise and energy to make it part if the landfill area. Part of what is now landfill was once considered wetlands. It m optimistic opti-mistic enough to think that with the proper approach we can work things out and BAKD will not he in a crisis situation. I would favor a more equitable equit-able redistribution of sales tax rather than by point-of-sales. To do it totally total-ly on a per capita basis would create problems, perhaps even bankrupt some cities. We have to be fair about it. I think we should look at a 50-50 distribution based on both point of sales and population or some more equitable way. The Utah League of Cities has made a study of this problem and we should look very carefully at their report. Our own city manager. Tom Hardy, was part of the committee making this study. What specific goals do you have for your city? Bountiful has been referred to as the "City of Beautiful Homes and Gardens." 1 would like to see this maintained as much as possible. At the same time, we have to consider bringing about some commercial growth that could keep more of the Bountiful tax dollars in our city. 1 would like to see some good motels in Bountiful's future as part of this commercial growth. If we are going to be a "bedroom community' lets prqvide some bedrooms and get some of the tourist dollars spent in our community. 1 want to see our city's image improve im-prove in the eyes of our neighbors. Rather than play "big brother'' let's be a good neighbor, there problems ate sometimes ours and our problems prob-lems are sometimes theirs. We need to work with them in areas of mutual interest. I want to see the mayor, city council, coun-cil, city manager, department heads and city employees pulling together and working together more in the future. fu-ture. CETA has dropped from $60,000 to $5000 this year to nothing next year. But CETA was not very valuable anyway. The $270,000 in revenue re-venue sharing is still expected, and is used to buy capital equipment. Grants are still available. Grants in the past were also used for large developments, de-velopments, such as the city hall. No, 1 do not believe unification of county services would aid much at this time. Present Pre-sent plans call for a plant bo be built near KAFB that would burn the garbage, gar-bage, generate electricity, that would be sold to HAFB. Get more residents involved in government through a well-defined committee; take a new and closer look at redevelopment; encourage the business community; improve cooperation with other communities; communi-ties; give more city encouragement to the arts. We should study the possibility and costs of an incenerator plant which would produce additional energy, plus additional land for items the plant couldn't handle. Federal revenue sharing funds, presently frozen at the 1976 rate, will likely be eliminated by 1984. In addition, addi-tion, the city depends upon state and county government for the bulk of its financing. To alleviate the coming shortfall, we must woik wnh the state legislature legisla-ture to resolve the inequities in sales tax distribution. We are not getting our share! Furthermore, state functions func-tions such as the citv court, presently funded in part by the city, should be fully maintained by the state. 1 also support expanding our utilities utili-ties revenue, not by increasing rates, but by acquiring cheap power from a broader base of hydroelectric sources. The loss of federal revenue sharing funds will have an adverse effect on the city services. Presently they are frozen at the 1976 level and the city will receive $270,000 for this fiscal year. Other federal funds, such as LEPA, economic development, comprehensive employment training act. have been cut back or totally withdrawn. The city council and staff have been preparing for these cuts and have not attempted to implement im-plement new programs. Further, there has been a decrease of 40 employees. The franchise tax which was passed pas-sed by the council, applicable to Mountain Bell, Mountain Fuel, as well as Bountiful City Power Dept., will offset some of the loss of funds. The budget has been adjusted to reflect re-flect these losses, as well. The city has been fortunate in the past to have these funds, but has attempted to use them on programs that did not infringe on the basic needs of the community. The Bountiful Boun-tiful Power Dept. will donate $568,334 to the operating budget during dur-ing this fiscal year. In response to the question of unification uni-fication of some county services, this is an area that would need to be studied stu-died in some depth. Since services may not be as readily readi-ly available to Bountiful residents, unification may not necessarily mean a savings. In some cases. Bountiful has paid more than its share to offset other communities expenses. ex-penses. Bountiful is now offering recreational re-creational facilities to the non-Bountiful non-Bountiful resident at the same rate as the Bountiful resident-tax payer. I personally believe if we ever consider con-sider unification of services a careful analysis should be completed to determine de-termine the costs to the city and the citizens and that all communities involved in-volved share equally in the distribution distribu-tion of costs. I do not feel that the city of Bountiful Boun-tiful should subsidize, in any way. other communities' programs, which is presently occuring. (e.g. Bountiful is paying the same two mills as other communities, yet the money spent on storm drainage is one-fifth of what the city gets in return from the county. coun-ty. Further. Bountiful also contributes contri-butes to the sheriff s department, and only rarely do we receive service in return). We are faced with t land fill crisis. What do you plan to do about BARD? Presently there is i good deal of dialogue taking place between the various municipalities involved. The BARD is presently located on Bountiful Boun-tiful properties and thus Bountiful contributes a greater proportion to the program. The staff and mayor are working very hard to arrive at other alternatives. There are other lands that are under consideration (some of which belongs to Bountiful), however, the state health department has not J liven its approval as there are prob-ems prob-ems concerning high water table, etc. These lands would only be a tern-port tern-port y solution. It is my opinion, that the city should be looking at a ion-grange ion-grange plan based on newer methods, such as resource recovery, where the burning of garbage results in steam and electricity. Hopefully, this is the direction in which the council will be moving. With further study other options may be available. Education of the public in terms of utilizing lawn clippings, leaves and other waste materials to revitalize the land for gardening could be a beginning, thus cutting down on some types of refuge. Presently, with much of the shopping shop-ping by Bountiful residents being done outside the city, there is a good deal of revenue generated for other communities by our own citizens. A resolution, developed and supported by the League of C ities and Tow ns at its recent convention supports the notion of tax distribution based on population as well as point-of-sale. The city of Bountiful presently receives re-ceives $32 per capita, while the average aver-age distribution across the state of Utah was $43 per capita. (Salt Lake City receives J50 per capita). The redistribution of sales tax on i $0 percent point-of-sale would result in approximately $200,000 or a 20 percent per-cent increase in revenue for our city. I believe it behooves all of the citizens to work in behalf of the passage pas-sage of this piece of legislation. What specific goals do you have for your city? I believe there are three prime goals which need to be addressed in the immediate future: 1. Improve the communication between be-tween the city council and the citizens. There needs to be more public dialogue regarding issues and greater involvement in arriving at sound solutions that arc amenable to the community. (This is particularly true for the issues related to the redevelopment rede-velopment agency). 2. Secure the physical resources which will meet the needs of the city in the coming years, (e.g., new location loca-tion for the BARD; pursue the completion com-pletion of Bountiful Blvd.. hopefully resulting in a direct route to Salt Lake city; completion of the storm drainage to avoid flooding in the lower low-er parts of the city). your city? What specific goals do you have for your city? I would like to establish a fair and equitable wage scale for the employees em-ployees of Centerville city. This wage scale would be based primarily on a merit system. I would like to provide Centerville city with good professional management. manage-ment. An effective cash management program would generate additional revenues for the city that are not currently cur-rently being produced. Citizen involvement needs to be fostered in Centerville. Quarterly town meetings should be held to allow the citizenry to discuss problems prob-lems and express their feelings to the city council and to the mayor. Though many things might be said here let me just go on record as one person devoled to the support and protection of the family. This is what makes for strong cities, stales and nations. The family seems to be threatened economically, socially, physically and spiritually on every hand today. I feel local goyernment can do more in safeguarding the family than big government. We are, however, working to increase our commercial tax base and hold the line on the cost of providing essential services. Second. 1 believe we should continue con-tinue full speed ahead with present plans to build an area-wide resource recovery plant. This will minimize the need for extensive landfill sites. I fully support efforts to distribute sales tax on a more equitable basis. This is long overdue. It is a major source of revenue and consequently population needs to be factored into - the distribution formula. Strive for more citizen imput in the decision-making process by way of citizen committees or other means. In rather small cities in w hich we live a citizen can't held but shop and buy gas in another neighboring city. I think it only fair to share the benefits of sales tax. To better inform the citizens of issues by fliers and advertising, etc. I would like to try and improve the process of obtaining a building permit per-mit and the inspections. This spring I wrote many of my suggestions to President Reagan on how we can consolidate efforts on a national level down to a local level. Some of my suggestions included how to cut the "wild spending spree" which has been so prevelant. I also suggested more volunteer help. I know there are many qualified citizens who. for the community pride, would work for free which tend to be given away or are lost in bureaucracy. 1 strongly approve of consolidating services anywhere we can. I would also suggest considering street cleaning cleaning efforts be combined in small cities or perhaps job out these services from cities with their own equipment rather than buying all our own when it not used very often. President Reagans staff wrote that all my suggestions will be carefully considered. President Reagan is putting put-ting the breaks on much of the waste that has been accepted as status quo. With tight money high interest and problems of inflation we "must" follow his example, i have done this for about two |
