The Nominative Franchise As the time for the election of delegates constitutional convention draws to the consttutonal conventon rws near more and more interest is being I taken anud should be in all that pertains i to a correct plan of government and the preservation of the rights of the people I As a suggestion that is not unworthy o a moments thought In this connection The Herald gives space to the following which presented to the l was preented legislature i many years ago endorsed at that time by 1 SCO citizens and has since been brought before almost every territorial assembly by Mr Sidney Hudson of this city I MEMORIAL For a law to Guard the Sanctity of the I Nominative Franchise To the Honorable Legislative Assembly of the Territory of Utah Greeting We your petitioners respectfully represent repre-sent that there is no law within our knowledge that defines either how when or where to commence political representation repre-sentation and consequently we as individuals f indi-viduals l nntl tie people xuf communities 1 aI communles find ourselves at each recurring election unpreparedand unable to make necessary i I governmental nominations on the basis of I individual representation Therefore to make i possible for all I citizens to meet with theIr peers at a fixed time and place to select governing deputies I depu-ties by a majority vote of all citizens they I hcy I are to represent w respectfully request your honpcable body to establish by law regular annual nominating conventions I in j each school district in the territory Where minority as well as majority representation II rep-resentation will operate naturally for the I election of school officer alo for the appointment ap-pointment of primary deputies to annual precinct conventions for the election of precinct officers also for the appointment II for their own body qf deputies to county conventions and so on repeating the process pro-cess through a succession of annual fixed I I conventions until the whole territory Is I completely organized on the basic princli pie of Individual and personally selected I representation furnishing revenue for governmental expenses by a tax on clear yearly Incomes sr that ever citzen can 1 independently take hold of the helm of I government and through general counsel and well directed effort retrieve the effects I ef-fects of former neglect and proceed to organize or-ganize a protective government for the safety and support of the whole population popula-tion And thus a policy will be inaugurated inaugur-ated to save the liberty of the citizen and the constitution from otherwise certain destruction And in amity bound by mutual Interest we will be obliged for favorable action Salt Lake City January 23 1S74 f t t C t f n I 1 f i 1 r
