I DEEP WATERWAYS Interesting Meeting of the Convention Conven-tion at Toronto Toronto Ont Sept lSThe deepwater ways convention resumed business today VicePresident Smalley occupied the chair and President J E Thompson read a paper which was characterized by Mr Flower of St Paul as temperate patriotic liberal and concise leaving no phase of the question untouched The speaker referred to the two greatest men in western railways Vanhorn a Yankee in Canada and Hill a Canadian In In Yankeedom and instanced their establishment es-tablishment of steamship lines as probable prob-able evidence that they would not oppose op-pose the scheme in hand O A How land explained the terms and effects of the Washington treaty of 1S69 In his remarks upon the treaty Mr Howland was applauded and speaking of war between be-tween the United States and Canada as already verging on the Impossible he urged the formation of an international court to decide every possible question that can arise in the future Other delegations made comments on Mr Howlands address and the uncertain uncer-tain construction of the Washington treaty was especially noted The convention con-vention decided to make a report and recommendation court for an international Delegate Cooley of Chicage read a paper pa-per on canal construction Mr Cooley spoke of one underlying theory of waterways water-ways in tUs continent viz That Chi cage was SGOO miles from the Gulf of Mexico and 1500 from the gulf of S1 Lawrence and the ultimate plan of continent con-tinent waterways would be aright angle with Chicago at the corner He said Chicago was doing canal work for two thirds of the coast of Suez and western west-ern cities would sooner have 26 foot water ways than 20 feet even If it involved in-volved some delay The convention took a recess until 3 p m
