Show By DAVE W1GHAM Ron Spindler, from Wasatch Front North Manpower, Man-power, appeared before Davis County Commissioners in an effort to pursuade the commissioners com-missioners to let his office run the administrative end of the summer youth program. CURRENTLY the money is handled by CAP and is in two components, Davis County and Weber County. Mr. Spindler wants to have the program run as one component com-ponent with his office overseeing over-seeing it. He reported that last year $524,000 was allocated to the program. Weber County received 66 percent of that amount with Davis County getting 34 percent. MR. SPINDLER indicated his concern over having two components of this program is the amount of time and money. "Only 82 percent of the funds available were spent on the program last year. By the time we get the summer program started and trying to oversee both components the summer and the program is over" he noted. HE WENT on to say that if just one agency were in charge, his agency, that it would eliminate a lot of duplication that occured last year. Eliminated would be dual reporting and duplication in administrative efforts. At times last year the one component com-ponent didn't know what the other was doing, with one agency to oversee the program there would be no problem in this regard. WITH ONE agency running the administrative aspect of the program that it would facilitate, more effective time reports and it would increase the programs flexibility, he said. Other than this administrative administra-tive change there would be no difference in the program. There would be a project coordinator in each county. Commissioners were concerned con-cerned about any biasis that could occur with the Wasatch North Manpower being in Weber County. Mr. Spindler indicated he felt there was no such bias, that it would be the project coordinators who would determine de-termine the needs not his office.
