Show EDITORIAL An extremely important election for Park City and Summit County residents is less than two weeks away and despite the efforts of the local press few people are aware of the March 23 referendum or the issue that will appear on the ballot. The issue at hand is proposal to revise the governmental structure of Summit County. The plan to be voted on March 23 would expand the current Board of Countv Commissioners from three to five members who would represent the geographic district from which they were elected. Tc facilitate the expanded representation. Summit County would be divided into five separate districts with each entitled to one representative. That representative would be elected onlv by those voters residing within the particular district. In addition the plan : calls for a county manager to be hired to administrate the day-to-day affairs of Summit County niuc:i like tnc city manager does in Park City. An earlier proposal ou6Jested the other Summit County administrative offices like County Clerk, Recorder, Assessor, Treasurer, etc. be also appointed or hired rather than elected as thev now are. However, many residents particularly in the Kamas and Coalville areas objected to the proposal and the plan up for voter approval calls for those officers to continued to be elected tit large by Summit County residents. On the other hand if Park City's votes fall short we could very easiiv be left with virtually no representation in Coalville. If, however, the plan were approved. Park City would be assured of at least one loyal representative from the City proper and possibly another from Snyderville. That would still, at any rate, represent a minority on a five member board. Although if the plan were approved there would be some, and perhaps a lot of consolation in the fact the County would get a trained professional administrator to run things in the form of a county manager. And, sometimes a little change is better than none at all. At the bottom line, there are two important points of view regarding the upcoming election that deserve the public's deep consideration. We urge all Park City residents to become informed about the issues and the choice they must make March 23 and above all VOTE. |
