Brigadier General Crozier, former chief of die ordnance bureau, appearing today before be-fore the special house investigating committee to explain why his department depart-ment was i so unprepared when war came, declared that after the national defense act was passed, he submitted a request to the secretary of uar for a larger personnel and for authorization authoriza-tion to contract for ordnance, but the request was not acted upon.
