Graduates of the classeB of 1910-11 and about one-third i of the class of 1912 who wore lieuten-( lieuten-( ants junior grade, are made full lieu-1 lieu-1 tenants. Officers who woro not lieu tenant commanders previous to the I passage of tho last act of congress J enlarging tho navy, are made Hcuten- ant commanders down to about three-fourths three-fourths of tho 190G class. I Lieutenant commanders are made I commanders down to and Including about half the class of 1902. Com-I Com-I manders are made captains down to and beginning with the class of 1894. i The majority of tho promotions are temporary.
