Be It resolved by tho Legislature of the SUt of Utah, two-thirds of a)) the members elected to each house concurring therein. Section 1. That it in proposed to amend Section 3 of Article XIII of the Constitution of the State of Utah 60 that tho same will read as follows : Section 3.
