April 26 As a result j of a suggestion made before the American Newspaper Publishers' association as-sociation on Tuesday by Hopewell Rogers, Its retiring president, the organization or-ganization decided to seek co-operation by the government In establishing establish-ing a voluntary' ensorship bureau composed of practical newspapermen Mr Rogers In his address alluded to "wasted efforts" in the preparation of government publicity matter and classed the government's publicity department de-partment as "incompetent and disloyal." dis-loyal." Under the plan proposed today a committee of trained journalists v. ould be selected to gather from ihe various var-ious departments such nevs as would be of interest to the public and of value In the prosecution of the war and at the same time eliminate such material as publishers regard as unimportant, un-important, thereby saving the time and effort now used in sending out "copy" which reaches waste baskeLs A committee to confer with the government gov-ernment departments on this project will be appointed before the convention conven-tion adjourns. Frank P. Glass, or the Birmingham, Ala., News was electeu president of the association at the final meeting of the annual convention conven-tion here today.
