ARE : TO BE IGNOREDj t " LONDON, Dec. 4 The British gov-1 crnment has received from the Russian j charge d'affaires a formal statement I defining the attitude of the embassy, I and all the Russian official representatives, representa-tives, diplomatic, civilian, naval and military at present in England. In ( this statement it is declared that the i Bolsheviki hold no mandate for the' nation, do not represent Russia as a, nation and do not constitute a responsible respon-sible government. J Without taking into account their previous actions, continues the statement, state-ment, their la'test action In publishing ! secret treaties without the consent of the allies suffices' to place them outside out-side the pale of civilized government.; In these circumstances the officials have refused to recognize this group of persons and will not accept any orders, from them or from any Individual act-! ing under their authority or in their' .name, and moreover, will not enter into communication with them. The Russian representative., how-! ever, it is added, deem it their July! to carry on the work entrusted to them I by the provisional goernment in thej Interest of Russia and the allies until such time as a government duly elect-! ed by the Russian nation is formed.
