CHEAT ON CONTRACTS i Members of Firms Under Contract Con-tract to Make Service Hats Indicted. NEW YORK, Dec. 4. Conspiracy to defraud the United States government out of hundreds of thousands of dollars on contracts for more than 1,000.000 service hats is charged in an indictment indict-ment roturned today against William B. Thorn, John J. Slattery, Joseph Ives and Edward Slattery, connected with the corporation of Thorn and Bailey, the Peeksklll Hat Manufacturing company com-pany and the firm of H. D. Parmlee and company. Arthur C. Gllson and Peter Duffy, inspectors of the quartermasters' corps, are named as co-conspirators In the indictment. The four first named defendants entered en-tered pleas of not guilty. Thomas and John J. Slattery were released on bonds of $5,000 each; Ives on a bona of 52,500, and Edward Slattery on a bond of $1,000. Tho hats, under the contracts, were to contain certain materials, but the product turned out by jthe manufacturers, manufac-turers, it-is alleg-edwas not' up'-" to specifications.
