The arrest ar-rest of sixty alleged ringleaders in German plots, conspiracies and machinations ma-chinations in tho United States vras ordered today by Attorney General Gregory immediately after President Wilson had signed fne war resolution. resolu-tion. Every man whose arrest was ordered or-dered is a German citizen, is known by the department of justice, it was authoritatively stated, to have participated par-ticipated actively in German intrigues in this country, and Is regarded as a dangerous person to be at large. Bail will be refused in each case, it was said, and tho entire group will be locked up unless there is a change In present plans, for the duration of tho war. Indications are that a number of other arrests will be ordered within the next few days. Tho men are placed in Rhreo groups: Those who have been convicted con-victed of violation of American neutrality neu-trality in furthering German plots of various sorts and are at liberty under bond awaiting the action of higher courts; those who have been indicted by federal grand juries for similar offeuses and are at liberty under bonds awaiting trial, and persons per-sons neither indicted nor convicted but whoso activities have been under long surveillance by the secret service serv-ice or the department's bureau of investigation. For the first time in more than a century arrests of alien enemies under un-der the attorney general's order will be made without reference to the courts or by warrant. ' Tl!e president is empowered to employ em-ploy this course in time of war under an act of congress of 1S79 and invoked in-voked since the war with Great Britain Brit-ain in 1312. The department has under strict surveillance thousands of German reservists residents in the United States who are suspected of having been connected with plots -already brought to light or abandoned before perfection, or who have been active in German propaganda or because of their accentuated leanings toward the German government are regarded as likely to work against the interests inter-ests of the United States during the war. How many Gorman reservists are residents of the United States, a high official said tonight, has never been accurately determined and is largely a matter of conjecture. This official's belief was that the number ranged between be-tween 150,000 and 200.000. The great majority, it was said, are men in middle mid-dle life or beyond, or men who have been in this country for so many years that their sympathies in the present struggle are considered virtually virtu-ally as having been transplanted to the United States. There is, however, it was said, an army of between 15,000 and 1S.000 young German reservists in this country coun-try in the prime of life who have been here for so short a time not more than from three to five years that they may be properly regarded as potential po-tential sources of trouble Upon this army tho secret service and tho bureau bu-reau of investigation has concentrated concentrat-ed much of their energy. For obvious reasons tho department of Justice withheld the names of persons per-sons apprehended today, but it was said that virtually all of them could bo classed as quasi-offlcials of the Gorman government. Many of them, it is alleged, were the instrumentalities instrumentali-ties through which Captains Boy-ed and Von Papon carried out their activities ac-tivities in this country against the allies. al-lies. A few of tho number, it vwas said, could properly be classed as H spies. H The department is prepared to con- H test to the highest court any effort H made to obtain the liberation under H bond or by habeas corpus proceedings H of the men ordered arrested today.
