"We have had and happily we still have at the head of our government a man who has inspired us with the greatest admiration and the most complete com-plete confidence, a man who watches over the destinies of our country with a conscience and a clearness of judgment judg-ment equal to any trial we have known He has made headway against the greatest difficulties and was competent com-petent to foresee all the reefs upon our course.
