Show VOLUNTEER PLAN MAY BE FAILURE SALT LAKE, April 12. While the entire country is awakening to the seriousness of the war with Germany, and the people are behind the administration, admin-istration, former Senator George Sutherland, Suth-erland, who returned to Salt Lake last night after laying aside his toga on March A, believes that difficulty will be encountered if an attempt is mado to raise an army of 500,000 men by tho voluntary enlistment plan. The former senator said last night that in his opinion conscription would have to bo resorted to to bring the fighting forces of tho country up to required strength for war. Mr. Sutherland declared his beliel in conscription during war times and compulsory military training without compulsory military duty in times of peace. "Tho east Is thoroughly awakened to the gravity of tho war situation," said Mr. Sutherland, "and the west and middle mid-dle west are awakening to the situation situa-tion rapidly. Tho people throughout, the country are back of tho presidont and will support his policy in the present pres-ent war. I am sure. "But, while the people are enthusiastic enthusi-astic enough, I fear that when it comes to raising an array of 500,000 men by the volunteer plan difficulty will be encountered. I believe that It will be necessary to make the service com- pulsory, as planned in tho program now before congress. "In fact, I believe there should bo conscription in times of war always, and I do not believe in compulsory military service in times of peace, but there should bo that training that will fit men to respond to the call of the! country in times of war, and I believo there should be provision for compelling compel-ling them to render service when there is war." |
