Show B1H OF ID STAR society pan FOB OGDEN Tho AVeber County Anti-Cruelty so-city so-city passed a resolution last night at a meeting held in tho Eccles build-1 lng, to apply for a Prof. Ell Holton of the Weber academy secretary-treasurer secretary-treasurer of a temporary organization. The appointee was authorized to receive re-ceive membership fees of one dollar per person and he may be reached at the Weber academy. A motion was also passed by the society to request the immediate appointment ap-pointment of a humano officer for Ogden city and Weber county, by the proper authorities, the officer to have police authority In the city and that of a deputy sheriff in the county. His duty will be to prevent cruelty to children, chil-dren, animals and birds and to arrest offenders against the state humane laws. In connection with the discussion concerning the establishment of the Red Star Relief branch organization in Ogden, tho following letter trom Secretary of War Newton D Baker was read: "All countries in time of war must depend to a large degree cV the voluntary vol-untary assistance of its citizens, and especially is this so in the case of the sick and wounded, both men and animals. Such voluntary assistance to bo of the greatest value in war, however, must be organized, trained and oquipped In tme of peace, as only in this way can full co-ordination be maintained between the regular and volunteer forces." "The function of tho American Red Cross is to assist the government in caring for tho sick and wounded in its armies. Tho American Humane association could very well function in a similar manner in assisting the government in caring for the sick and wounded animals in its armies. Such assistance would be very gratefully received re-ceived by the war department." "It is believed that plans similar in tenor to those of the Red Cross could be very advantageously adopted by your society for rendering organized aid to Injured animals in time of war. If your society will undertake nis work, the war department will be very glad to co-operate with you " The obligations of a branch, such as It is proposed to organize in Ogden, are: To raise funds to aid the national, work which has been described in some detail under the head of "What i Is Needed." As 'large a part of the ) branch membership annual fees as possible should be contributed to the national treasury It is further suggested sug-gested that funds may be raised to aid the national work by (a) person solicitation, (b) benefits, bazaars, sales, etc , (c) appropriations from -various orcanizations. (d) snecial gifts and contributions; (e) special collections, theatrical performances, etc, (f) mite boxes in stores, hotels and other public places. To aid in securing a suitable personnel per-sonnel of high class men for field service ser-vice in case of war, including those who can efficiently take charge of field hospitals and field relief. This would include veterinarians, who are graduates of veterinary colleges of recognized standing; skilled and trained attendants, veterinary nurses, hospital orderlies and chauffeurs, stable sta-ble men, drivers, etc. These will form a reserve corps which may be called upon by the government in tmio of war. To be prepared, In time of war, to furnish supplies and materials of various vari-ous descriptions for the veterinary department de-partment of the United States army, ( as specified somewhat in detail under the heading of a previous paragraph entitled. "What Is Needed." To conduct a publicity campaign so that the public may be fully informed concerning the work of the American , Red Star Animal Relief and aid in its operations. This publicity may be secured se-cured by suitable articles in newspa-papers newspa-papers and magazines, by local meetings meet-ings an entertainments in which the ' work of the Red Star Animal Relief depends upon the public becoming uell acquainted with its work. Each chairman H should notify the headquarters of how H many copies of press notices are need- ' ed in their community so that all papers may be treated alike. jM To be prepared in case of local calamity, involving animals on a large scale, quite beyond the power of tho jf local anti-cruelty society to handle, to ! take charge, on the request of the jf director-general of1 civilian relief until j trained officers from the Red star headquarters can arrive and assume jH direction.
