Show delegat communications FROM TIVE irrigation committees state committee draws attention to importance of electing suitable men to attend convention from fridays standard the following communications are in a measure self explanatory one from the executive committee of the national irrigation congress and the other signed by L W shurtliff vice president and F J klesel the executive committeeman from utah relating to the appointment of delegates to the congress As will be seen in the official call of iho national executive committee delegates are to be appointed by the governor of each state the mayor of each city the chairman of the board of county commissioners the commercial club irrigation society or other organization interested in irrigation from the regularly organized engineering societies and from the colleges or universities having a chair whose work Is related to the general purpose of the congress this matter Is of the utmost importance and the various officials and bodies having the selection of delegates are urged to make their appointments as early as possible and to appoint only those who are interested in the work and who ua attend the congress supplementing the call of tho executive committee is an appeal from the vice president and executive committeeman mit teeman from utah urging the immediate appointment of delegates tor the congress the official call tae thirteenth national irrigation congress Is hereby called to meet in portland ore august 21 to 24 inclusive 1905 convening in the auditorium lewis and dark exposition grounds all who are interested in developing the great natural resources of the country extending the habitable area and increasing the products of the land insuring greater stability and more prosperous conditions making occupations upon the land more attractive the extension of the internal trade and commerce and the atlon of a wider the great economic movement which has tor its ultimate object the building up of an I 1 empire within the borders of a great nation are invited to attend the con gross the organization of the congress Is as follows the permanent officers of the congress including the chairman of the sections members of the united states senate and house of representatives governors of states and territories ambassadors ministers and other representatives of foreign nations and colonies members of state and territorial ir commissions and state commissioners ners of agriculture and horticulture fifteen delegates to be appointed by the governor of each state and territory ten delegates to be appointed by the mayor of each city of more than 25 population five delegates to be appointed by the mayor of each city of less than population five delegates to be appointed by the chairman of the governing board of each county two delegates each duly accredited by the chamber of commerce board of trade commercial club or other commercial body two delegates each duly accredited by any regularly organized irrigation agricultural or horticultural society two delegates each duly accredited by any regularly organized society of engineers two delegates each duly accredited by any agricultural college or college or university having a chair of hydraulic engineering forestry or other subject related to the general purpose of the congress it is respectfully suggested that in the appointment of delegates persons should be selected who are sincerely interested in and purpose attending the congress and that appointments be made as yearly as possible the work of the congress has been so greatly changed through the increased interest in matters pertaining io irrigation that the executive committee have decided to systematize the work of the next congress according to articles 3 and 5 of our constitution consequently the work of the congress lias been divided into five sections each section will be conducted by a chairman who will be recognized as an eminent authority in his line which insures a thorough exposition of the respective subjects through the presentation sen tation of papers addresses and discussion by the most eminent men interested te in forestry irrigation and their correlated subjects in the various sections information will be regarding the in creasing of production by irrigation in the humid as well as in the arid sections forestry problems in new england and along the appalachian chain as well as along the rocky and sierra mountains engineering applied to protect from the devastation by floods drainage of the submerged affias directing and conducting the water to its most beneficial use mat special reference to the thc jhc weather bureau throughout the united states and colonization of new areas developed through irrigation it is confidently predicted that tha coming session of the national yon congress will be more highly instructive tive and entertaining than any angress which has preceded it every state in the union is vitally interested in the subjects to be discussed the president and members of the executive committee for each state are urged to make the provisions of the all aa irrigation congress to be held in portland august 21 to 24 inclusive ahe undersigner undersigned under signed state committee of utah especially urge upon tho different bodies having the appointment of dele gates the necessity of not only appointing the full quota but that they be representative and able men well up on irrigation matters also men that are able and willing to attend the convention ven tion we must not shirk our duty to tha state in keeping it the very foremost in the matter of irrigation we have accomplished much good but far greater good Is yet to be accomplished nationally and locally by full and able representation one large reclamation project has already been finished contracts have been awarded in arizona colorado idaho new mexico north dakota and south dakota for projects costing from to bids have been asked for covering projects in california montana nebraska and wyoming and we sincerely hope that they will be asked tor covering one or more projects in utah and it Is tor this that we urgently request that you give tho coming convention all the publicity you can with a view of having as strong and able representatives as possible sent to represent our state at portland for this Is the year we want definite action taken regarding our state ample means have been provided to make the congress a success both in a social and business way and we are sure
