Show TO PETITION COURT- FOR PAPER BALLOT Salt Lake, Oct. 29. Arrangements are being made by a commlttco representing rep-resenting Democratic and Progresslvo workers for a petition 'to the state supreme court to grant an order that tho county commissioners provide paper pa-per ballots and voting booths in all districts of the county, including those in which the county commissioners commis-sioners have ordered tho use of -voting machines exclusively It is likely that a petition asking' for such a ruling rul-ing wlil he filed with the supreme court today. Grounds for asking for such an order or-der which' will likely bo named In the petition are among others that the voting machines do not give the qualified qual-ified electors ample opportunity In which to register a true expression of their political preferences. Ono min- j ute is allowed each voter in which to cast his ballot The petitioners will not only contend that even the mo.it Intelligent voter cannot understanding understand-ing vote on the machine In that length of time but that If this time limit is allowed many of the voters must necessarily be disfranchised, because of lack of time during the day in which to vote. The polls are open from 7 in the morning until 7 at night. If one voted each minute of the day from 7 in the morning until 7 at night and each voter took the minute allowed him in which to vote, onlj 720 ballots could be cost during the entire day. In some districts there aro upwards of 1100 registered voters and the machine ma-chine would necessarily disfranchise moro than 400 in some districts. Furthermore, It is an established fact that the voters do not come In a continuous con-tinuous stream from the opening to tho close of the polls and that there are many minutes In the day when there- arc" no voters at all registering their votes at a polling place, which would necessarily cut down the number num-ber that could vote during the day. The petitioners suggested to the countv commissioners that thoy mako a test of the time necessitated In casting a fixed ticket but the county commissioners declined to do so, ap-parentlv ap-parentlv holding to the belief that It was necessary for the success of the local Republican ticket In Salt Lake county to have the machines used in the knowledge that the strength of the Republican national and state tickot would materially assist in the election of a weak county ticket, because be-cause it is difficult to scratch a tickot on the machines. |
