Ho urged that the national coal miners' organization organ-ization absorb the metal miners' union un-ion and said he believed a merger plan now going forward would be successful suc-cessful within a few years. A referendum vote Is to be taken among the metal miners of tho ' Western Federation of Miners on the I question of combination with the coal miners and J. a.
