Show Threat of Intervention by United States Was Unlooked For i Havana, Jan. 17 Absolute tranquillity tran-quillity reigned in Havana today, in ' splto of tho shock of the announcement announce-ment In tho morning papers of a pos- slblo impending Intervention by the I'nlted Statos In Cuban af.a'irs. Tho meager reports received from the interior do not give any Indlca-i Indlca-i tlon of trouble but some fears aro expressed In Havana that disturbances disturb-ances nro likely to occur in the rural districts and more especially In the provinces of Orlento and Plnar del Rio, when tho news becomes raoro generally circulated. The newspapers confine themselves to tho publication of the text of Sec-rotary Sec-rotary Knox's noto and Interviews on tho subject with various officials. There Is no editorial comment except In El Dla, which expresses thc opinion opin-ion that no physical Intervention Is intended by tho United States, which, however, will adopt other and offica-cious offica-cious means to compel compllanca with the laws and preent a breach of the peace. Commenting on Secretary Knox's note, General Freyre Andrade, former for-mer sccretnry of the Interior, said; 'It is a sad blow to all good Cubans, but wo must hope It will, sound a note of warning. All must join in a patriotic effort to do their utmost to save tho country." So sudden was thc action taken by the state department at Washington that General Manuel Zanguilly, secretary sec-retary of state, last night absolutely refused to believe that intervention was threatened until some hours after af-ter Secretary Knox'6 note had been presented to President Gomez. He finally admitted that the note bad been received, but declined to make any comment on it. Tho meeting of the council of thc Veterans association, which was called call-ed last night, adjourned at an early hour this morning. No line of policy was adopted at the meeting, which was sparsely attended, the conservative conserva-tive section of tho veterans being conspicuously absent. No hour has yet been fixed for tho conference between President Gomoz and tho leaders of tho political parties par-ties and tho veterans. It probably will tako place this afternoon.
