Mrs. Frederick Schoff of this city, newly elected president of the National Nation-al Mothers' congrcsB, in an Interview recently spoke of tho proposed plan for the establishment of a big national nation-al child culturo college, with headquarters head-quarters In Washington The Institution would not be In tho nature of a college, which mothers would attend, but operate rather on the plan of a unhorslty extension, which would send out literature, teachings and lectures all over the country, sho said, Mrs. Schoff believes that the teaching teach-ing of the proper care of children Is no wono of the moat Important and moBt needed things in this country. "A now sclcnco applies to babies as to agriculture," she said. "You know that no man farms as your grandfather grandfa-ther did. Intelligent methods havo revolutionized rev-olutionized fnrming Science has developed de-veloped Intent possibilities In every barren plot of land. So, too, it is with the babies They must be cared for In tho proper manner, and this cannot bo done by ignorant nnd untrained un-trained mothers. These mothers, and the fnthers, also, must bo taught, nnd they must be taught in the most accepted ac-cepted and practical manner "We want to undertake to teach them. In thsi work we must Btudv the normal, mcnal and physical child and Impart knowledge along these lines. "W ehave already begun this work, nnd are distributing Information to sevoral thousand schools and mothers' associations all over the country. We want to get our schools so well established es-tablished that we can send speakers of tho highest ability Into every part of the country to address parents.
