To an "amiable "ami-able band of insurgents and soothsayers," sooth-sayers," all efforts in behalf of tho Initiative, referendum and recall provisions pro-visions of the Arizona constitution were traced by Senator Sutherland of Utah today. He addressed the senate In opposition to the approval of that instrument.
