Show QU NO IMMIGRATION RESTRICTIONS Washington, July 17. The new treaty of commerce and navigation between be-tween the United States and Japan went into operation today, replacing the old treaty negotiated during Secretary Sec-retary Gresbam's administration The important point of difference between be-tween the two conventions is the omission omis-sion from the new convention of the paragraph In the old relating to im-I im-I migration restrictions which was ob I jectionable to the Japanese, the United Unit-ed States relying on the honor of Ja-! Ja-! pan to carry out the spirit of existing ! undertakings which prevent the departure depar-ture of Japanese coolies to America. There is also a possibility of the substitution of the new Japanese customs cus-toms tariff for the existing conven-I conven-I tional rates It happens that a similar simi-lar treaty, which Japan has negotiated I with France, does not become effective effec-tive until August 4, and, In conformity with an agreement between the United Unit-ed States and Japan, the new tariff rates will not apply to goods imported import-ed to Japan from America until that date. -oo |
