Show RESOLUTION A RESOLUTION providing for the holding of a special election elec-tion in Parowan City, Utah, for the purpose of submitting to the qualified taxpaying elect-ors elect-ors thereof the question of the issuance of $266,000.00 Sewer Revenue Bonds. WHEREAS it is necessary for Parowan City to provide sewage facilities for its citizens citi-zens and presently it has no City sewer system but it now desires to build and construct a complete sewer system, together to-gether with the necessary out-Jail out-Jail lines and a sewage disposal dis-posal or treatment plant, in-'.; in-'.; eluding the acquisition of re-1 re-1 quired land therefor, and I WHFRKAS Pmm 35 days before the election, in the Iron County Record, a weekly newspaper of general circulation in Farowan, Utah and published in Cedar City, Utah. Such notice shall be in substantially the following form: ELECTION NOTICE TO ALL QUALIFIED ELECT-ORS ELECT-ORS OF PAROWAN. UTAH Take notic that on the 7th day of March, 1967 an election elec-tion will be held in Parowan City, Utah at the places set out below for the purpose of submitting to such qualified electors of said city as shall have paid a property tax therein during the year preceding pre-ceding said election, the fol- FOR THE ISSUANCE OF BONDS j AGAINST THE ISSUANCE OF BONDS To vote in favor of the issuance is-suance of bonds place a cross (X) in the square after the words "for the issuance of bonds". That only quali- fied electors of Parowan City as shall have paid a real property pro-perty tax therein in the year preceding such election shall be permitted to cast a vote at such election. Any person applying ap-plying for a ballot at any polling poll-ing place designated for the conduct of Kiirh plpptinn uihnsp does not have on hand suffi-. suffi-. cient funds for the payment of the cost of said sewer system, and subject to the approval of the electorate of Parowan City desires to issue bonds hereinafter herein-after more specifically described describ-ed to pay the cost and to sell the same to the United States of America, acting through the Administrator, Farmers Home Administration, NOW THEREFORE, Be It and It Is Hereby Resolved by the City Council of Parowan City, Iron County, Utah as follows: PROPOSITION Shall the City Council of Parowan City, Utah be authorized au-thorized to issue the bonds of said City in the amount of $266,000.00 for the purpose of defraying the cost of building and constructing a complete sewer system in Parowan City, including outfall out-fall lines and a sewage disposal dis-posal or treatment system and acquiring the necessary land therefor, and for the purpose of paying legal, engineering en-gineering and other incidental inciden-tal expenses reasonably in- qualifications to vote are challenged chal-lenged by any one or more of the election officials or by any other person at the time the ballot is applied for shall receive a ballot and be permitted permit-ted to vote if (1) such person is shown on the registration lists as a registered voter in ; Section 1. That on the 7th. day of March, 1967, there shall be held in Parowan City a special election between the hours of 7 o'clock a. m. and 8 o'clock p. m., at which there shall be submitted to such qualified electors of said city as shall have paid a real property prop-erty tax therein the year preceding pre-ceding such election, the proposition prop-osition appearing in the form of a ballot set out in Section 4 hereof. Section 2. That the voting places for said election and the officials to serve at each currea in connection with such sewer system and with the authorization and issuance issu-ance of such bonds as may be properly payable from the proceeds thereof, said bonds to bear interest at a rate or rates not to exceed four per cent, (4) per annum, an-num, the principal to be paid in equal annual installments, in-stallments, together with accrued ac-crued interest in not more than forty (40) annual payments pay-ments and to be paid as to both principal and interest solely from the revenues parowan City, and (2) such person signs an oath sworn to before one of the election officials that he is a qualified elector of Parowan City and has paid a real property tax therein the year preceding such election. Each of the election officials offi-cials specified in the form of Notice of Election set out in Section 3 hereof are expressly authorized to administer such oak in accordance with the provisions of Section 6 of Chapter 14 of Title 11, Utah Code Annotated, 1953. to be derived from the operation oper-ation of said sewer system and under no circumstances to be a general obligation of the city or payable from ad valorem taxes? Section 3. That notice of such electidn shall be published publish-ed once a week during three (3) consecutive weeks, the first publication to be not less than 21 days nor more than In the case of any such challenge chal-lenge or challenges, the election elec-tion officials shall keep a list of the names of each person challenged, the grounds for such challenge and whether such person was permitted to vote. Such list shall be made in duplicate by the election officials at each polling place and after the closing of the polls a duplicate1 list shall be returned to the governing body by the election officials, so that such duplicate list will be available to the governing gov-erning body when it canvasses canvas-ses the election results. There is to be no special registration of voters for such election and the official register reg-ister last made or revised shall constitute the register lor such election except that the County Clerk of Iron County, Utah will register at his office during regular office hours, except Saturdays, Sundays Sun-days and holidays and except during the ten day period immediately im-mediately preceding the bond election, any person who on the day of the election will be a qualified elector and will register such person as provided provid-ed by law. Notice is further given that on March 13, 1967, that being a day not later than ten days after said election, the City Council will meet at its regular reg-ular meeting place in the City Hall at 8 o'clock p. m., and canvass the returns and declare de-clare the results of said election. elec-tion.
