Kim R. Burningham today announced his candidacy for reelection re-election as the representative from the Bountiful area, legislative district 1 9. Burningham currently serves as the House of Representatives chairman of the Community and Economic Development Appropriations Appropria-tions Committee and also as chairman chair-man of the Legislature's Strategic Planning effort. "I believe that the current strategic stra-tegic planning effort is one of the very important thrusts in state . government, ' ' said B umingham. jiWft are trying to move the Legislature away from a crisis men- Mity toward a goal-setting ap-oach ap-oach where legislative actions are measured by those goals. ' ' Burningham was the sponsor of the legislation which created the "Utah Tomorrow" strategic planning plann-ing effort, and has served as co-chairman co-chairman since its inception. Rep. Burningham is particularly pleased with the passage of H.B. 65 (Equalization of Capital Outlay) in the last session. Burningham was chief sponsor of the legislation which is devised to remedy tax ine- quities that support school building construction. "This is vital legislation for the Davis District," said Burningham. "Our rapid growth and relatively poor property tax base is putting overwhelming demands on Davis schools and taxpayers. Equalization legislation will bring millions of dollars into Davis County in the future; money that would otherwise have been provided by the already heavily-taxed Davis County property proper-ty owners." During Bumingham's tenure, he has sponsored a variety of legislation legisla-tion related to education reform, library support, an arts endowment, juvenile drug deterrence, government govern-ment efficiency, lobbyist disclosure and economic development. During the past session, in addition addi-tion to the successful passage of Equalization legislation, Burningham Burning-ham sponsored legislation that will bring the Life Support division of NASA to Utah. That industry will eventually award between $4 and $8 billion in contracts, a share of which will go to Utah businesses. Rep.
