Show Foreign owned farmland must be reported Foreigners who owned or had at least a five percent interest in Uintah County farmland on February 1, 1979, must report ownership to the Agricultural' Stabilization and Conservation Service (ASCS) by August 1, 1979. Those acquiring land after February 1 must report the transfer within 90 days. The reporting requirement stems from the Agricultural Foreign Investment In-vestment Disclosure Act of 1978. "Failure to report could result in a fine of up to 25 percent of the property's fair market value, " LaRue Pickup, Chairperson of the ASC Committee, said. For reporting purposes, the U.S. Department of Agriculture considers agricultural land as any tract of more than one acre now in agricultural, forestry or timber production. Idle land used for agriculture within the past five years must also be reported. The survey guidelines exclude small plots, such as household gardens," Mr. Pickup said, "but if an alien produces more than $1,000 in gross agricultural value from any plot of land, he must report ownership." He explained that interest means any fights, title or legal share of ownership in farmland, such as partnership, trusts, estates, or shares in a corporation cor-poration that owns farmland. As of July 27, no foreigners had reported ownership of farmland in Uintah County. A farm operator, real estate dealer, hank, attornev. holding company, or other institution will sometimes report in behalf of foreign clients.
