The Commercial club Will probably ma.ke an effort In the near future to secure se-cure the passing of an ordinance naming- a water commission, to take charge of the construction of the additions to the city water system in the event that the people of Salt Lake vote the bonds for the Increased supply. The Commercial club is not In favor of a partisan board of public works, on account of the uncertainty of poll-tics poll-tics and the fact that the board will, in all probability, be changed before the changes In the water system are complete. This would mean that an entirely en-tirely new, board of works would have to take up the work in its-Incompleted form and carry through a project wlta which they were not familiar. the work done, or proposed, will have to take It In charge. The result will be bad for the city. It is impossible that any set of men, however faithful, and sincere they may be, can step into such a position and take up the work in a satisfactory manner. "I hope that the people of Salt Lake will all take up the plan of having a special water commission appointed, that will take charge of the work from the start and stay with it until finished. It has been done In other cities and should be done here. The men should be well-known business busi-ness and professional men, who can afford af-ford to devote their time to such work without pay. The city would not be out anything and would be assured that the work was being done in the best manner possible. "I believe that the real solution of this would be the appointment of a water commission," said Secretary Fisher Harris Friday to The Telegram, "in order that the proposed new water system be constructed In the best manner man-ner possible. I do not mean that the present Board of Public Works is not a competent one, for it is, but I believe that .the construction of this system should be taken in hand by -a set of men not bound by partisan ties, who will serve until the work is completed. "If this is done, it will insure the citizens of Salt Lake a water system that will be constructed In the best possible pos-sible manner. If, however, the Board of Public Works takes the matter up, the situation will not be the best in the world for several reasons. No set of men bound by partisan ties can be deaf to the appeals made to them by party, workers, no matter how much they wish to be. Then, too, there will be an election before this work can be finished, and this will probably mean a - change In the board. ''If this change is- made while the improvements to the city water system sys-tem are being made, it will mean that " men having absolutely no knowledge of |
