Show EXaTING DAY IN CONGRESS; UNSEATING OF-DEMOCRAT BY MAJORITY . WASHINGTON,. Feb. 17.-Amid scenes which recalled the memorable and exciting excit-ing days of the Fifty-first Congress, when party feeling ran fiercely and the Hall of Representatives resounded with denunciations of the alleged "high-handed methods of the majority," James J. Butler of Missouri was unseated yesterday yester-day by the House ahd George C. R. Wagoner Wag-oner was seated in, his place. The Democrats had decided at their caucus yesterday that If this case Was called up they would prosecute a filibu-k filibu-k tr from now until March th. rerardlesj 1 ef the consequences, upon legislation, and they began the fight as soon as the garel fv-ll at noon. A spirited debate of two hours followed, and flnaiiy, arter repeated ''.' roll calls, the case was brought to a vote. The Democrats then attempted to block things by leaving the hall, but enough absentees were Anally brought In to make up the necessary quorum. . The closing chapter was dramatic. Mr. Dalsell ef Pennsylvania, who wae In the chair, refused to recognise a cVmand fg division, and Mr. Richardson, the minority minori-ty leader; stood in hie place, and denounced de-nounced his course in unmeasured terms, amid the Jeers of the Republican side. The handful of Democrats present were overriden roughshod and Mr, Wagoner was seated. The Republican leaders. In deciding to fore this cane to a vote, did so with a perfect realisation of the embarrassments which would follow if the Democrats carried car-ried out their filibustering threat. and they have arranged a programme to reduce re-duce the minority's obstructive power to a minimum as far as the appropriation bills are concerned. This is to be accomplished accom-plished by a special rule, which has been tentatively prepared, by which all the r ' preliminary parliamentary steps for getting get-ting appropriation bills with Senate amendments into conference before they be cut ofr. This disturbing factor in the situation was not straightened out last night. . The Republican programme also Includes In-cludes a proposition to continue the executive ex-ecutive day of today until noon, March h, Jn. order to obviate the long and tedious work of approving the journal against filibustering tactics. A recess was taken tonight until ll o'clock, and a rule has been prepared which hereafter will give a motion to recess precedence over a motion to adjourn. Under the operation op-eration of these drastlo measures, It is believed that none of the appropriation pllla or Other necessary measures will be Jeopardised, but the present situation undoubtedly un-doubtedly sounds the death knell of tnanjt miner measure. i |
