The governors are closer to tho people than tho senators or representatives in congress, and they know the needs of the various sections of the country much better than the legislators at tho national capital, as a general rule. This being so, their opinions necessarily carry great weight.. It is not to bo expected that they are all of ono mind on any given proposition. propo-sition. Hut with tho exchange of views during t lie next few days wo feel sure tho executives will bo able to formulate a program which can lie safely followed fol-lowed by congress in cases where legislation legis-lation is necessary.
