They are not German agents, but dupes. The Saturday Evening Post contains an interesting expose of German methods and ingenuity in their employ- tment of innocent tools throughout the world to do the imperial will. They study the peculiarities of a people, their prejudices, their foibles, their weaknesses, weak-nesses, and play upon them. They whisper innuendoes, hint suspicions, formulate scandals, inaugurate blackmail and pass the word to politicians to be used against men in authority. Every slander against the President, every agitation against the Cabinet, may be traced to such a source. The politicians do not play this German game to hurt the nation, but to hurt their political opponents. The result, as the astute head of the Hun Spy System knows, is ex-actly ex-actly the same as far as Germany is concerned.
