Show Act Would Give Governor Gov-ernor Power to Designate Desig-nate Location of Units and Permit Conscription Conscrip-tion of All Male Residents Resi-dents Between Ages of 18 and 22. ASSURES MEN FOR U. S. DEFENSE v'Measure Introduced in C Senate Regarded as In-sitial In-sitial Step Toward Enforced En-forced Service in National Na-tional Guard in Times of Peace. What promises to- be the initial step towanj enforced military service in Vtah in times of peace was proposed in the militia bill introduced in the upper house yesterday afternoon by the joint committee on military affairs. Under the terms of the bill the governor gov-ernor may designate the location of national na-tional guard units and in case enough volunteers are not obtained to fill the units to the strength required by law, even in time of peace, the draft may be resorted to through the county commissioners. com-missioners. Powers of Governor. Tn this connection it is provided that the county assessors ?nall provide the county commissioners with a list of all male residents between the ages of 18 and 22 and between the ages of 22 and 4o. In peace times the draft will include in-clude only male residents between the ages of IS and 22 who meet with the physical requirements. The other principal change proposed by the bill in existing statutes is that empowering the governor to change lobulations concerning the national guard to conform to those prescribed by the federal government without the sanction of the legislature. In general the bill is drafted to meet the requirements require-ments of the new national defense law. Rules Suspended. To get the bill introduced in the senate sen-ate it. was necessary to suspend the rules, because the time for the introduction intro-duction of bills ended Tuesday. The rules were amended, however, so t hat bills may be introduced by standing committees. Another bill pertaining to military affairs appeared to be fatherless and was left among the heap on the secretary's secre-tary's table for some one to claim ownership. own-ership.
