The rule by which a senator who yields to more than one interruption loses his right to the floor was invoked today by Senator Clarke in order to hasten action on the rivers and harbors appropriation bill. The measure now has been under consideration considera-tion more than ten days. Senator Thomas. Thom-as. Democrat, spoke all day today in opposition op-position to it. He objected to the development devel-opment of waterways as a means of freight rate regulation and said the $-13,-0ni0r,o appropriated in the bill was unnecessary un-necessary exrendkure.
