He found it a torpid, sluggish, backward land and people, and he has made It one of the foremost, most progressive, and wealthy of the minor nations. He found it distracted, he made it coin-pact; coin-pact; he found' Its Industries paralysed, he made them vital and active; he found the landi lawless, he has made it peaceful peace-ful and' law-abiding; he found it low in the scale of nations, and has raised It high. And It is fine to see that hl3 people appreciate what he has done for them, and that they arc determined' to keep him at the head of their state, having amended their constitution to make this possible.
