TiO NEWS FROM A DISTANCE There are signs constantly cropping out that the belief in polygamy is still tenaciously tena-ciously held In Utah and that Its prac tice has not been entirely abandoned Now and then a Mormon preacher is bold enough to avow both his faith and prac tice as did one Elder Smith a descend ant of Joseph Smith recently and there are a good many facts which go to show that obedience to antipolygamy laws is purely perfunctory on the nan of a great many Mormons There i5 proof in these facts of the imperative necessity that the new constitution of Utah shall abso luteiy forbid the practice of polygamy In the new state and it would be well if it dlsfranchise all polygamista There can be no trifling or halfway dealing with this evil and if the Utah convention does not guard against and forbid it in tho constitution Congress will be expected by the country to refuse to approve that lnstrumentSt Joe Herald
